Richard Maugueret is Manager of City Amenity & Safety at Wyndham City Council, one of Australia’s fastest-growing municipalities. With 18 years in Victorian local government, Richard has led various local government regulatory teams delivering services grounded in modern enforcement practice- balancing education, discretion, and proportionality to support safe, clean, and liveable communities. He holds an MBA and qualifications in risk management, building, and criminal justice, and previously taught in RMIT’s Criminal Justice Program. Richard has contributed to justice sector reform in the Pacific Islands and served as a trade advocate to the New Zealand Government. He also volunteers as an Independent Prison Visitor at a Victorian correctional facility, offering a community perspective on custodial oversight. Richard is committed to evidence-based, community-centred regulation that builds trust and fosters ongoing compliance.
