Policy specialist with expertise in public sector strategy and reform
Philip has 30 years’ experience in public policy, administration and regulation in the Commonwealth, NSW and Queensland governments.
In Queensland, he lead the Queensland Building Commission’s response to the flammable cladding crisis and the enforcement of major new building safety and market fairness reforms. In NSW, he led chain-of-responsibility prosecutions which were nationally reported by the Australian Financial Review and he delivered major changes in safety regulation and compliance programs, while working alongside a Special Commission of Inquiry.
Philip has long-standing interest in the use of predictive analytics, distributed technologies and third-party assurance regimes to advance regulatory goals, including experience in harnessing finance market data-sets to identify and predict non-compliance across regulated businesses and firms.
Most of his regulatory work has been undertaken as an officer of a statutory authority and, in Canberra, Sydney and Brisbane, he has helped establish new statutory authorities.
