Associate Professor Zareh Ghazarian is a political scientist specialising in public policy, political institutions and governance. His work focuses on how policy systems operate in practice, and how political and institutional settings shape policy development and decision-making. Prior to commencing his PhD, Zareh worked for the Parliament of Victoria.
He is a leading commentator on Australian politics and public policy, with extensive experience engaging public sector audiences through research, teaching and public commentary.
Fellowship focus
Enhancing the Policy Acumen of Emerging Policy Practitioners
Associate Professor Ghazarian’s Fellowship focuses on strengthening the policy acumen and capability of emerging policy practitioners within the public sector. The work explores how policy professionals develop the knowledge, confidence and skills required to operate effectively within complex policy systems.
The Fellowship supports evidence-informed approaches to professional learning and capability development, with a focus on strengthening policy practice and public value in contemporary governance environments.

Publications & Awards
Zareh is co-editor of Australian Politics and Policy (2024), author of The Making of a Party System (2015) and co-author of Australian Politics for Dummies (2nd edition, 2022).
He has also been a Chief Investigator on research projects for government departments and agencies including the Australian Department of Prime Minister and Cabinet, and the Victorian Curriculum and Assessment Authority.
Zareh was awarded the Australian Prime Minister’s Centre Fellowship for 2015-16.
