Wendy has been involved in the professionalisation of New Zealand’s regulatory system since 2007, when the idea of creating common qualifications for central and local government regulatory organisations was first proposed.

As a learning and performance practitioner, she contributed at the operational coalface … supporting the sponsor and steering group to build a network of organisations committed to the project, conducting research to confirm the logic for common qualifications, working with subject matter experts to articulate the skills and knowledge required for good regulatory practice, partnering with the industry training organisation and New Zealand Police to create the latest set of qualifications, providing input into assessment materials, and setting up a group of ‘early adopter’ organisations to pilot the qualifications and share their experience with others.

In her role as project manager for the Government Regulatory Practice Initiative (G-Reg) predecessor, she also worked to connect the regulatory community – creating a prototype resource sharing hub, organising some initial knowledge-sharing forums, and setting up a group of regulatory and learning practitioners to support qualification development and deployment, and to create and share resources.

Wendy is currently at Waka Kotahi New Zealand Transport Agency. Her work there in creating The Regulators’ Room, a resource hub and collaborative space for regulators, won the NZATD L&D Initiative of the Year in 2016.
