Rachel received a Bachelor of Arts, majoring in Journalism and Bachelor of Laws at the University of Tasmania, and was admitted as a legal practitioner before enjoying a rewarding experience working overseas. Rachel has built a successful 17-year career in the Queensland public service in various environmental regulatory roles, including prosecutions, compliance operations, intelligence, training, and policy. Her recent work on two government inquiries provided valuable insights into improving government operations. Currently, as Director of Strategic Compliance, Intelligence, and Investigations, Rachel leads compliance strategies, complex investigations, and spatial and data services for managing Queensland’s water resources at the Department of Regional Development, Manufacturing and Water. She is also Deputy Chair of the QLD chapter committee for the National Community of Practice and is passionate about regulatory practice and the vital role of public servants in serving the community.
