Professor Peter Welsh, Ph.D. is one of the UK’s foremost experts in social impact and public policy evaluation. With over 25 years of experience across government, academia, and consultancy, Peter is currently Director of Evaluation at Ipsos UK and works closely with WhereTo, part of Ipsos Global. He also holds an Honorary Professorship at the University of Glasgow and serves on the board of the PASCAL International Observatory.

Peter has led landmark evaluation programs for UK Government departments, the NHS, major charities, and foundations—including the largest evaluation ever commissioned by the UK Government. His work focuses on embedding evaluation into strategy, navigating complexity in dynamic systems, and aligning evidence with evolving policy goals. A former Vice-President of the UK Evaluation Society, Peter is a passionate advocate for advancing evaluation practice, pedagogy, and professionalisation.
