Some Observations and Theory about the Behaviour of Politicians and Officials

Politicians and officials behave in different ways. If the differences are not understood they may cause confusion and undermine morale. A simple model is developed to explain differences in behaviour by reference to the rules that control achieving and holding office as a politician or an official. This model may be helpful for teaching
aspiring officials and may provide a basis for empirical research.
