NRCoP Presents: Strategic planning in a time of disruption: insights for regulatory leaders

Regulators are increasingly required to plan and make decisions in environments characterised by volatility, uncertainty, complexity and ambiguity (VUCA).

This NRCoP corporate members’ event brings together Professor Brian Head (University of Queensland, ANZSOG Fellow), a leading authority on public policy and governance and Rob Warner (Chief Advisor, Strategy and Foresight, Maritime New Zealand), who helps the NZ government navigate complexity to shape future regulatory landscape. They will explore how regulators can approach strategic planning when the path ahead is unclear and where our ways of working need to fundamentally shift.

Drawing on experience across Australia, New Zealand and internationally, the discussion will focus on use of quantitative and qualitative data, practical tools and mindsets for navigating complexity, including the use of foresight and systems approaches.

Designed for senior regulatory leaders, heads of regulatory intelligence and strategic planning professionals, the session will support regulators to strengthen decision‑making and stewardship in uncertain conditions.
