Fran Thorn has worked extensively, as a consultant and in government, in areas of social service delivery (education, health & human services) and central policymaking in State Government. She has also been a consultant to Governments across Australia in health and education, and has advised on health system governance in SA, WA, NSW and Victoria. Between 2005 and 2012, Fran was the Secretary of the Victorian Department of Health, the Department of Human Services, and the Department of Innovation, Industry and Regional Development respectively. She has had significant involvement in managing implementation of government service delivery reforms in education and training, and human resources policy and management, and has focused on system design and governance of large service delivery systems.
