New ANZSOG and Monash University partnership to improve access to the Executive Master of Public Administration

Access to ANZSOG’s Executive Master of Public Administration (EMPA) will be easier for public servants without an undergraduate degree, thanks to a new pathway program currently underway with Monash University.
ANZSOG and Monash University have established a Graduate Certificate in Public Policy (GCPP) that permits entry into the ANZSOG EMPA for public servants who have a minimum of five years of experience in a senior position and who do not hold an undergraduate degree or other academic qualification.
ANZSOG Dean and CEO Ken Smith AO said that the GCPP recognised that not all public sector leaders had an academic background, and would allow a wider cohort to benefit from the EMPA program.
“The EMPA is a high-quality degree which gives public sector leaders the practical tools and critical thinking skills they need to take the next step in their careers,” Professor Smith said.
“We have successfully shifted the EMPA online in the last year because of the pandemic, and are looking towards a blended learning model combining online and face-to-face teaching as soon as that is practically possible.
“This initiative with Monash University will provide another way that public sector leaders can access the EMPA and, with Monash offering all subjects online, this can be done from anywhere in Australia.”
This Graduate Certificate consists of three Monash University subjects from its Public Policy program and the fourth and final subject is Delivering Public Value (DPV) from the ANZSOG EMPA program. Once these have been successfully completed, students will transition to the EMPA (with Monash as the university partner) with the completed subjects recognised as electives within the EMPA program, so students will end up completing the same number of subjects to graduate.
“ANZSOG and Monash will provide students without an academic background with a robust framework of support to build their academic and research skills,” Professor Smith said.
The GCPP program is led by Associate Professor Deirdre O’Neill, who will liaise with students and ensure that they receive a ‘cohort experience’ from the beginning of their studies, which will allow them to integrate seamlessly into the broader EMPA.
