Giliberto Capano is Professor of Political Science and Public Policy at the University of Bologna. He has played a leading role in advancing the study and practice of public policy globally and is currently Editor of Policy & Society—a leading international journal consistently ranked among the top five worldwide in both Political Science and Public Administration.

He has served on the Executive Committees of the International Political Science Association (2009–2014) and the European Consortium for Political Research (2018–2024), and in 2014, he was among the twelve founding members of the International Public Policy Association.

His research expertise lies in public administration, policy design and change, governance and performance in higher education, and the comparative analysis of policy instruments.

His recent work focuses on the role of policy capacity in enhancing policy performance, the design of robust policies, and leadership as an integral part of policymaking.

Professor Capano has authored or co-authored eleven monographs, edited eighteen books, and published more than two hundred scholarly works, including journal articles and book chapters. His publications have appeared in leading international journals such as Public Administration, Journal of European Public Policy, Policy Sciences, Regulation & Governance, Governance, Public Policy and Administration, Policy Studies Journal, and Policy & Politics.

He regularly delivers executive training courses for public servants in Europe, Latin America, and Asia.

He is listed among the Stanford–Elsevier World’s Top 2% Scientists (2022–2025) and, in 2025, was awarded the title of Doctor Honoris Causa in Social Sciences by the University of Buenos Aires.
