Summary
This paper is a controversial contribution to the ongoing debate about changing Australia’s political structures, identifying the projected benefits to our economic wellbeing. It sets out to address the multiple, overlapping and interacting problems with Australian federalism by proposing a complete restructuring of the Australian Federation to a new governance model, based on two tiers of government rather than three, and with clearly designated roles and responsibilities between these tiers.
