Manaia is a senior public servant currently seconded as a Private Secretary in the Office of Hon Carmel Sepuloni, Deputy Prime Minister and the Minister of Social Development and Employment, New Zealand. Substantively Manaia is the General Maori, Maori, Partnerships and Programmes with the Ministry of Social Development.

Prior to taking up his role with MSD, Manaia work for over a decade in public health focused on prevention. Manaia is a lawyer and holds undergraduate and postgraduate qualifications in law and public health.
