This paper was commissioned in 2020 for ANZSOG and China’s Central Party School’s joint dialogue: Public administration reflections on the COVID-19 response in China, Aotearoa-New Zealand and Australia.

It looks at the role of experts and expertise in shaping the initial Australian response to COVID-19 in 2020 and the role of evidence-based policy in dealing with crises.
