This Research Insights Paper is one of a series commissioned through ANZSOG by the 2019 Independent Review of the Australian Public Service, to inform the Review’s deliberations.
It is widely acknowledged that the APS does not have a systematic approach to high-quality evaluation of policies that allows it to learn from success and failure. This paper looks at the reasons for this and outlines way to improve the APS’s evaluation capabilities.
