As anyone tasked with developing their agency’s regulatory strategy knows only too well, the landscape of available ideas is crowded and confusing. Risk-based, responsive, really responsive, problem-solving, smart, performance-based, principle-based; Black. Braithwaite, Coglianese, Grabosky, Gunningham, Sparrow and so many more. Where to begin? How will our strategy work within the broader policy settings of our government? Most importantly, which approach will be most helpful in making, explaining and evaluating our choices, setting our posture and building our culture?
