How do regulators encourage compliance without always reaching for legislative levers? Join NRCoP for a hands-on session exploring the power of behavioural science in regulation, using a real-world case study from South Australia’s Compulsory Third Party (CTP) insurance sector.
The Case Study
The Claimant Service Rating was designed and implemented by the CTP Regulator to improve insurer service and compliance. In the six years since its introduction, it has motivated insurers to deliver high-quality service to injured road users while becoming a powerful self-motivating compliance tool within the industry.
Our Presenters:
- CTP Regulator: This independent statutory authority keeps the South Australian CTP (Compulsory Third Party) insurance scheme running smoothly and fairly. They oversee the entire system from setting minimum policy conditions and premium caps to ensuring transparency and choice for motorists. Their vision is a high-performing, competitive scheme that offers choice, ease, and confidence to the community. Learn how the Claimant Service Rating was developed, implemented, and how it continues to shift industry behaviour.
- Joel Edwards: Joel completed his PhD in 2023 at Monash University, in partnership with BehaviourWorks Australia and EPA Victoria. His research explored the intersection of outcomes-focused regulation and behavioural insights, with a particular emphasis on maximising compliant behaviour. Drawing on this work, Joel will introduce concepts of responsive and smart regulation and then use the CTP case study to guide participants through a behavioural analysis tool, helping you understand motivations, identify drivers of compliance, and develop practical methods for regulatory challenges.
