Victor Martin is the Executive Branch Manager at ACT Health’s Health Protection Service responsible for health regulatory licensing, monitoring and enforcement for over ACT 7,500 businesses and other activities. He has worked in the ACT Government for over 25 years including in the area of criminal law legal policy, community corrections and in guardianship and advocacy roles.

In 2024, he was awarded a Public Service Medal for his work to deliver a package of reforms to the Public Health Act 1997 to give the Executive and Chief Health Officer powers and functions to step out of a COVID-19 Emergency Declaration and for his work in managing the COVID-19 Proactive Compliance Inspection Program for the ACT’s COVID-19 response which ensured businesses and organisations complied with the public health directions in place. Mr Martin is a lawyer admitted to the ACT Supreme Court having attained a Bachelor of Laws in 2008 from the University of Canberra.
