Oliver has a background in both the public and private sectors, with a particular focus on environmental/social policy.
He worked in housing policy at the Treasury putting together proposals for partnership with Ngāti Toa, to regenerate state housing in Porirua, and currently manages interagency teams working on spending reviews.

This paper presents the results of a ‘rapid evidence review’ of the potential impacts of COVID19, and the associated economic recession, on the wellbeing of New Zealanders. The analysis identifies potential wellbeing impacts based on experiences of previous pandemics and recessions, as well as emerging data on and insights into the COVID19 impacts.
