Overview
There is no shortage of criminal offences, control orders and emergency legislation already on the statute books, and every day is bringing more. Regardless of the kind of natural disaster or health crisis they apply to, their practical enforcement raises the same difficult questions of balancing community protection and individual liberties.
We are still working out the impact of recent changes on all of us, both as regulators and citizens. How does state-sanctioned force and compulsion affect trust in government and voluntary compliance?
