India Advanced Leadership Program

Overview

The India Advanced Leadership Program (IALP) is a unique collaboration between ANZSOG and the Government of India’s Department of Personnel and Training, the NSW Government, the Victorian Government and the Aotearoa-New Zealand Government. Inaugurated in 2013, the one-week program delivered in Melbourne, Sydney and Wellington to Indian public officials aims to develop a positive and productive relationship between high level public officials of Australia, Aotearoa-New Zealand and India. The Department of Personnel and Training is the coordinating agency of the Central Government of India in personnel matters especially issues concerning recruitment, training, career development and staff welfare.

There are now more than 140 ANZSOG IALP alumni in senior positions within India’s public services – from the central government to a large number of the states.

For many, the ANZSOG program was their first experience of Australia’s unique cultures and innovative public sectors. The IALP provided an opportunity to build trust, share knowledge and establish ongoing interactions between public sector leaders in Australia and India.

What are the benefits?

  • The program is tailored to the needs of the Government of India’s Department of Personnel and Training, using ANZSOG’s unique networks to create a program that gives the group a chance to hear from current and former politicians and senior public servants, as well as learn from leading public administration academics.
  • The program focusses on leadership and strategic thinking, with participants engaging at the highest level with representatives from the governments of Australia and Aotearoa-New Zealand, New South Wales and Victoria.
  • Connection between senior and up-and-coming Indian decision-makers from central and provincial governments with Australian counterparts, setting the foundations for future ongoing interaction.

Who are our participants?

Senior public officials from the Indian Government, including Secretary, Additional Secretary and Joint Secretary level officers – Up to 25 Senior public officials are carefully selected by ANZSOG’s program partner, The Department of Personnel and Training of the Central Government of India.

Who will lead the course?

  • Program Director: Dr Pradeep Philip, Partner, Deloitte Access Economics, former Director of Policy in the Prime Minister’s office, Secretary of the Department of Health and Human Services in Victoria, CEO of LaunchVic and Associate Director General of the Department of Premier and Cabinet in Queensland.
  • Program Co-Director: Dr Jeffrey Harmer AO, former senior Australian public servant. He was appointed Secretary of the Department of Education, Science and Training and served in a series of Secretary-level roles until his retirement in December 2010.
  • Program Co-Director: Mrs Jan Henderson, former senior Aotearoa-New Zealand public servant. She was High Commissioner to India (2011-2014), and has recently been appointed as Aotearoa-New Zealand’s representative to the International Whaling Commission.

Contributors

  • As hosts of the program, the NSW, Victorian and Aotearoa-New Zealand governments draw on ANZSOG’s network of partner governments, universities and business schools to assemble a faculty of distinguished and expert presenters.
