Ben has worked within the ACT Government for more than 15 years and is currently responsible for a diverse part of the Transport Canberra and City Services Directorate portfolio, delivering essential services to the Canberra community. These services include public transport, public libraries, cemeteries, domestic animal services and commercial ventures through the Capital Linen Service and Yarralumla Nursery.

Ben also leads the Strategic, Policy and Programs branch that supports the Directorate by developing strategic policy and legislative reform in the areas of transport, road safety, active travel, and customer experience.

The business of Transport Canberra involves the planning, delivery and operation of Canberra’s public transport network and ensures that buses and light rail are integrated. Bus Operations manages a bus fleet of over 450 vehicles, two major depots and workshops, and more than 1000 staff. The Light Rail Operations team plans for and delivers light rail services with the light rail contracted partner, Canberra Metro.

Current key strategic public transport projects for future planning including the Zero Emissions Transition Plan, ticketing, and real‑time system changes as well as disruption planning for works associated with the next stages of light rail development.

Ben’s qualifications include Advanced Diplomas in Civil and Environmental Engineering and Architectural Design and he is a Certified Practicing Project Director (CPPD). He is also a graduate of ANZSOG’s  Executive Fellows Program (EFP).


Ben McHugh completed the Executive Fellows Program in 2023 and is a member of ANZSOG’s Alumni Advisory Council.
