Ms Telfer has been the Northern Territory Commissioner for Public Employment since September 2019.

She has a strong focus on achieving a modern, flexible and future focused workforce. Rejuvenating Northern Territory Public Sector (NTPS) leadership and development of employees is also a key priority.

As Commissioner, Ms Telfer led development and implementation of the 2021-2026 NTPS Strategic Workforce Strategy, the 2021-2025 Aboriginal Employment and Career Development Strategy, and a new Code of Conduct for all NTPS employees, in her role as the statutory employer for the NTPS, she has responsibility for setting fair and contemporary terms and conditions of employment for Northern Territory public servants, Ms Telfer was previously the Deputy Secretary for New South Wales (NSW) Treasury and led industrial relations for NSW Government for nine years. She has over 25 years’ experience as a leader in industrial relations.

In 2020, Ms Telfer was awarded the Public Service Medal (PSM) for outstanding public service to industrial relations policy and reform in NSW.
