Justin has been a Member of the Australian Energy Regulator since 2020, becoming Deputy Chair in 2024. Justin chairs the AER’s Compliance and Enforcement Committee.

Justin has spent 30 years in the law, in both government and private practice. From 2010 he was a partner of Minter Ellison, specialising in competition and consumer protection, market regulation and public law. Prior to joining Minter Ellison, Justin held senior legal positions with the Australian Competition and Consumer Commission and the Victorian Department of Premier and Cabinet.

He has had extensive experience in energy market regulation in Australia and New Zealand, having acted for generators and gas producers, network service providers, gas pipeline operators and energy retailers. He has advised regulators and government departments on third party access regulation and energy market reforms, and has been involved in proceedings in the Australian Competition Tribunal, the Federal Court of Australia, the High Court of New Zealand and the High Court of Australia. He has served as a non-government adviser to the International Competition Network, and as a lecturer on competition and third party access law.

Justin is admitted to practice in Australia and New Zealand, and holds a Bachelor of Economics and Bachelor of Laws (Hons) from Monash University.
