Jean Doherty is a senior public sector leader who has lived and worked in the Northern Territory for nearly 20 years. She has held senior leadership roles in strategic policy, community justice policy, and executive services in the Northern Territory Department of the Attorney-General and Justice, as well as leadership roles in the Department of the Chief Minister and Cabinet, Office of the Chief Executive Officer, Climate Change, Policy and Coordination, and Economic Policy divisions.

She is currently the Deputy Chief Executive Officer, Strategic and Corporate Services in the Northern Territory Department of the Chief Minister and Cabinet. Prior to this role, Jean was the Senior Executive Director of the Strategic Reform and Government Relations division, Security and Emergency Recovery team, and the Cabinet Office and Secretariat Services. Jean oversees several portfolios which focus on strategic advice, coordination and implementation of intergovernmental, national security and legal policy initiatives of strategic priority to the Northern Territory, including the National Cabinet reform agenda, critical infrastructure and countering violent extremism strategies, and she is the Northern Territory’s representative on the First Deputies Group.

Jean also oversees the Northern Territory’s participation in international trade and treaty negotiations including international human rights obligations, provides strategic advice on national agreements and reforms, and leads the delivery of strategic whole of government coordination and reporting on a wide range of public policy and performance reporting to the Chief Minister and Cabinet.

She has a Bachelor of Arts with First Class Honours in English, a Graduate Diploma in Public Sector Management, a Graduate Diploma in Professional Communications, is a graduate of the AICD, and completed ANZSOG’s Executive Master of Public Administration in 2016, being awarded subject leader for the Delivering Public Value course in her cohort.
